FTP over TLS is not enabled in filezilla

I am trying to establish a local server using the fileZilla server interface. I am trying to following instructions from here. I set up a user a folder with permissions I add exception for the port in firewall. However I am receiving the following message in server interface:

Warning: FTP over TLS is not enabled, users cannot securely log in.

and in the fileZilla Client:

Error: Connection timed out after 20 seconds of inactivity Error: Could not connect to server Status: Waiting to retry...

Status: Connecting to 127.0.0.1:port... Status: Connection established, waiting for welcome message...
