How do I create a basic file hosting site?

So I was wondering how I could create by own file hosting site. I don't want anything special at all and downloads won't be regular at all. Maybe like max 5 downloads a month. Any help or guidance would awesome. It must use my domain I have purchased. Here is an example to:
