Creating a browser based database

I am trying to create a program for my employees so that I can get rid of all those notebooks that they record the progress they have made in a day.

I've been thinking that I should create something like google docs but not everyone here knows how to operate on a computer so I want to make this as simple as possible.

I want to create something that can be used on different computers but it sends everything to a file or multiple files based on the date the data was entered.

What would be a good programming language that is easy to learn ,can create a database and could incorporate a log in system?
