Combining Web Applications and android through a webservice

I am trying to create a web service that will allow an android phone to upload information to a database and have a website display that information from the said database. I am comfortable with creating a website/android application but I am not sure how to combine them like that. What tools/languages/databases etc would I need. Are there any good tutorials you can point me to or tips?
