Website Building,Hosting,publishing for free and more

I need your help and knowledge in order to solve my problem. I have to create a website and so host and to make it public for free.

Furthermore I have to create an upload button which uploads an image file that the username on "my website" had uploaded and send this image to MATLAB.

I really have tried to search through the web for the sending part and for a free website builder which allows such mechanism for free or at all and i didn't find anything helpful.

Is there a way that i can solve my own problem(finding a free builder,host,publisher and a way to implement the upload part) ?
