Name of Web Design Search Functionality? Html, Css, JavaScript, Php,etc [on hold]

I have browsed thru many a text book looking for that functionality whereby a web page has a number of pictures in tile view format and underneath the pictures are the links, but at the bottom of the page are numbers which link to other web pages as well as the next page(next) link and the previous page link(back). For Example,

YouTube, Google and a number of web pages have that functionality... What is it called? And in which language is it best written in or the preferred language so to speak??
