How do I forward a specific IP from one port to another on Windows?

I have a Windows Web server which I am not allowed to shutdown(!!). I need a way to forward all packets coming from a specific IP in port 80 to another port on the web server. So for instance: 165.0.0.1 is connecting to my server on port 80 (trying to view index.html), and I am forwarding its communication to port 1111 on the web server. NOTE: 165.0.0.1 still thinks he is talking to my webserver on port 80.

PS: I already tried using scapy, couldn't make it work on Windows it's too buggy.
