Being able to rotate through an array of images with button click in web site

Simple enough requst I think. I am not trying to code this myself but looking for the technologies I need to ask for so I am not off course from the start.

Basic requirement is a simple web page that contains a group of 4 images next to each other thereby creating a word, e.g. HEAT. There can be multiple images that represent each letter so H may have 5 options but there may only be 3 images for E etc.

I want to be able to:

1. Allow the user to rotate through each of the applicable image options until they obtain the correct mix of images that they want to represent HEAT.
2. To be able to add images to the list easily without having to change code.

Am I looking at Javascript with images stored in MySQL or is there an easier method?
